QB is under center. He then walks backwards. While he is backing up the ball is snapped (no other Team A players are in motion).
So he's a back in motion at the snap, and is therefore restricted with regard to blocking below the waist, right? Which is his adjacent sideline? Or does he not have one, and can only block north-south?
