Multiple Carryover/Succeeding Spot Fouls on a Kickoff

Scenario: In the situation of carryover and succeeding spot fouls that are applied on the kickoff after a score, do you remember the rule/ clarification that you can’t have a kickoff/free kick with a neutral zone that’s less than 10-yards?

Are you referring to 6-1-1?
(Lines are 10 yds apart, unless moved by a penalty.)

Well, that’s not exactly what 6-1-1 says.

ART. 1 ... For any free kick, a free-kick line, corresponding to a scrimmage line, is established for each team. These lines are always 10 yards apart. Unless moved by a penalty, K’s free-kick line is:

The period at the end of the second sentence is supremely important. The free kick lines are ALWAYS ten yards apart, even if R’s free kick line is in the end zone. We discussed this ad nauseam in this forum a couple years back.

For a couple of years we had a rule that the free kick neutral couldn't extend into the end zone, as it was  felt to be "hallowed ground". Then this was questioned :
(1) K punting from end zone, fair catch made @ K's 20;
(2) after DPI & USC on B's coach ,ball @ B's 5;
(3) A decides to free kick for FG;
(4) R sends 6'9" "jumper" to stand at goal line to block;

We then decided that there really not a reason to allow a neutral zone to extend into the end zone as the kick would be dead and a touchback as soon as it reached the goal line.
