There really isn’t a reason for the L to be on the goal line in most 6 man games.

First 12 minutes?  I'd say so if they are using 12 minute qtrs.  Sixman is 10 minute qtrs.   ;D

Was in person.

And 10 min quarters but 2nd noticeable issue was early in 2nd. Had a few more head scratchers in the there. Crew looked a bit frustrated.

Certified? Who are certified (related to sports officiating in Texas)?

Now that I'm through being a wise-acre, let me say that, yes, clock operators need formal training. And only formally trained COs should be permitted to run clocks at varsity contests.
Please note that my comments are related to my experiences only (which do not include any state championship games - 8 bowl games, but no state championship games. :) )

In my experience, the absolute worst clock operators have been on-field white hats assigned to my crew during the playoffs. I would much rather have the guy (or gal) who’s been running it all season. 

Best clock operator I’ve ever experienced was an 18 year old young lady in her first year. She didn’t know enough to be overconfident and therefore paid attention to the clock the entire game.
