Also, I am wondering if the OSAA (Oregon Scholastic Athletic Association) has ever sanctioned a player upon video evidence, even if the player was not ejected during the game.

On the first clip, I have RTP, no EJ.
Second clip, #44 threw a punch. Pick up your parting gifts on the way out.

Don't know about NFHS, but NCAA that looks like it would be targeting under 9-1-4 because the passer is defenseless and it looks to me like he made contact to the head.

You could make a darn fine case for it - lowering the head to punish the opponent, and going helmet to helmet. While "helmet to helmet" isn't a foul in NFHS code, I'd have no problem with a flagrant IHC foul.

Problem with targeting is QB ducked his head too, right before impact so its hard to see intent. I have a hard time seeing targeting but if I was the referee I could see throwing a flag. At least for RTP.

Thanks for weighing in. I started catching flack for exposing the kid on another forum, so I took the video down. From what I understand his parent and coach is dealing with the player and hopefully nobody will be seriously injured by him in the future.
