A thought that came to me today- NC is delaying the start of fall sports until 9/1/20. We have no guarantees that we will see a season as of now. Surrounding (some) states appear to be further ahead in their decision making.
Given the overall shortage of officials and some officials unsure if they want to work in the present environment, I can see where a consortium of officials, willing to cross state lines to work games, would be of benefit to officials and state associations. I realize it doesn't fix the immediate problem but if these issues persist beyond 2020, I can see where this idea has some merit.
