Short kick mechanics

Short kick formation. TASO 7man mechanics. Who ha GL responsibility if team B has a run back?

I would think backjudge and umpire would have to own that, they better get on their horse and go as soon as they see a jailbreak.  L and H should have spot if he gets caught before getting to GL.

L and H have the goal line. B and U stay on the back of the white and let L/H and S/F pass them then clean up the backside of the play.

OH CRAP - you asked about short kick mechanics. Sorry. I misread. Read below for deep kicks, but I'll follow up for Short Kicks.

Well, we know the F and S have goal line. They need to hustle, stay ahead of the BC, and beat him to the goal line, if at all possible, and be holding still on the GL when the BC gets to or crosses the GL. They have progress between the A-2 and the A GL.
Now, as for the B and U, the manual only says for them to have primary responsibility for action toward the middle of the field, since they are at/near the hash marks. They should flow with the action toward A's goal line.

I recall back in my FBS days, that we wanted the B to hustle and also beat the BC to the GL, to 'bracket' the BC between himself and F or S on the goal line. We don't seem to have that in our TASO manual. We still have the H, L, and R trailing the play to observe action behind the POA, in addition to the B and U. I would hope that the B would maneuver himself to be able to assist at the GL, if needed. Maybe not ON the GL, but near enough to offer some assistance to the wings, especially if the BC crosses the GL between the hash marks.

SHORT KICK MECHANICS with a return by B.

As I'm sure you already know, the TASO manual doesn't exactly give specific instructions. For that matter, neither does the CCA manual. While I'm not a big fan of having officials pass one another along the sideline, I certainly can't say that BlindTxZebras suggestion is inappropriate. I'd like it better if the B and U would take off and lead the BC to the goal line and have the H and L work progress to the A-2, and have the F & S move into the middle of the field. I think that's how we did it during my FBS days, but I'm not sure we ever truly had to do that. Those plays are usually over very quickly.

But, that may be asking a lot of "U"s, in particular.

Just work it the best you can.

I believe the only time U has gl is 4 man crew.
