I had the game clock starting on the snap, because of the incomplete pass. But, since replay corrected the result to a completed pass, the game clock would, in fact, start on the ready, because it would not have stopped had it been ruled complete on the field. (More replay stuff that should NOT be in questions 1 thru 8. >:()

I didn't include the option to enforce the penalty at the previous spot, and repeat the down, because I can't imagine anybody EVER doing that. If Team A is punting, they are most assuredly snapping on their own side of the 50 ("minus" territory), or certainly not beyond B's 35. So, even without the penalty, Team B's field position would be very good - far better than giving the ball back to Team A to try a better punt.
If this was a field goal attempt, they would most certainly not give the ball back to Team A to make another attempt.
OK, if the score is A=0, B=72, I could see Team B being benevolent enough to give the ball back to Team A. But, otherwise - no. Take the penalty at the dead-ball spot.
TV would have a fit if Team B accepted the penalty at the previous spot and had the down repeated (totally defeating the purpose of enforcing the penalty at the dead-ball spot). hEaDbAnG
