Impetus by illegally kicking the ball

This might be different from other rule sets, so be sure you know the rules for the game you are working.
Kickoff, A-35, 3:05 (4), A=14, B=17.
The ball, loose from A11’s legal place kick, is bounding at the B-10, when A99 attempts to recover it. To prevent A99’s recovery, B88 kicks the ball which a) travels out of bounds at the B-4, or b) travels into B’s end zone and out of bounds. in both cases, the game clock is at 3:02 when the ball becomes dead.
a) A, kickoff, A-45, 3:02 (4), A=14, B=17; Team A accepts the penalty for B88’s illegally kicking of the ball, which is penalized at the previous spot, and the down (kickoff) is repeated - OR - B, 1/10, B-4, 3:02 (4), A=14, B=17; Team A declines the penalty to pin B deep in their own territory.
b) B, free kick, B-20, 3:02 (4), A=16, B=17 - OR - A, kickoff, A-45, 3:02 (4), A=14, B=17. Team A declines the penalty for B88’s foul for illegally kicking the ball, and accepts the pure result of the down, which is a safety (2 points for Team A) because B88’s kicking of the ball provides the impetus for the ball becoming dead behind B’s goal line - OR - Team A refuses the safety and accepts the 10-yard penalty for B88’s foul for illegally kicking of the ball, which, by rule, is penalized at the previous spot, and the down (kickoff) is repeated.
In NCAA football, kicking of the ball, legal or illegal, provides the impetus on the ball should the ball become dead behind the defending team’s goal line, and the defending team is responsible for the ball being dead behind the goal line. If the defending team is responsible, the result of the down is a safety.
