Team A's punt from Team B's 40 is tipped but does cross the LOS. The ball hits the ground and is touched by Team B at the 20. The ball continues to roll and is kicked out of bounds by a Team B player at the 15 and goes out of bounds at the 10. Where is the enforcement spot?

Illegally kicking the ball is a basic spot foul. This is a foul by team B during the kick so it can qualify for PSK enforcement. All PSK criteria are met, so the basic spot is the end of the kick B-10. Spot of the foul is at B-15 so enforce from B-10. 1st and 10 for B at B-5.

Team B can accept the penalty during the kick play either from the previous spot or from where the dead ball belongs to team B. The kick went out of bounds at the B-10 so it indeed belongs to Team B there. B could choose to take the ball, 1/10 at the B-20. If they choose to enforce from the previous spot instead, the penalty does not include loss of down because the illegal kicking was of a scrimmage kick beyond the neutral zone. So, ten yards, repeat fourth down.
Team B cannot, however, enforce the penalty from the spot(s) of A's illegal touching.

Had this play in a game last year. A came down and kicked the ball out of bounds on a punt. Coach did not understand the flag. He stated that he told his players that is how they should down the ball.

In the second scenario, where Team A kicked the ball, Team B could also take the ball at the spot of the illegal touching and decline Team A's illegal kicking penalty.
