Title: Scrimmage Kick Play

A, 4th and 8 at the A30.  A10 punts and is roughed on the play.  A38 illegally touches the kick at the B32, then B44 recovers at the B27 and advances to the 50 where he fumbles.  A22 recovers and is downed at the B30.  During A22's run, A55 commits an IBB at the B40.

Ruling?

Team A got the ball with clean hands and ended the down with the ball, so they will get the choice. They can choose to offset the fouls and replay the down, or they can choose to decline Team B's foul. If they decline Team B's foul, Team B will decline the IBB and the illegal touching will stand. Depending on field position, Team A's best bet is probably to just replay 4th down.
