IMHO probably not legal under the "new" rule.  Numbers need to be clearly contrasting from the base jersey color.

Full disclosure.  I had TX HS game this past week with jerseys that were much worse and I only filed an incident report but did not charge the team with timeouts.  Lack of stones was probably the biggest reason i didnt penalize the team.
