R 9.1.6 c. Kicks
During a down in which there is a free kick or scrimmage kick, blocking below the
waist by any player is illegal except against a ball carrier.

If there is a legal BBW before the kick - does than then become an illegal block once the ball is kicked ?
Say for instance it is a broken play with a bad snap and there is a BBW while a player is attempting to recover the ball and then punts the ball when he does.

Yes. It might make sense to ignore a BBW by team B but never by team A. You may end up throwing a "late" flag.
