Don't get a good view in the video but looks like a hi-lo chop block.  Lineman has him on the shoulder as back (#1) simultaneously goes low.  The announcement was a bit off though?  ;D

Or maybe blocking low toward own end line after the ball left the tackle box. Even the great ones can misspeak on the mic.

Yeah, I see illegal BBW back toward end line, after ball had left TB.  Correct call; moderately incorrect announcement.
