Title: Illegal shift Question

3 WRs to the left side all 3 on the LOS. The 2 inside guys shift to the slot back and the other one shifts to a RB. Is that a foul for an illegal shift.

Only if all 3 do not become set for 1 sec before the snap.

Why would it be an illegal shift (if the team sets for one second afterwards)?

I would word this "Only if all 11 team A players do not become set for 1 sec before the snap".
