Some very straightforward, some a little tricky (at least in my mind, which is a very questionable thing, these days).
1. 1/Goal @ B-5. A12 scrambles out of the pocket and is looking for a receiver in the end zone. A12 is at the B-10 and no receiver is open and he legally grounds the ball throwing it out of bounds at the goal line. When the pass is released, A55 is standing at the B-1.
RULING: ______________│______________│______________│______________
2/G, B-5, snap (40 and running).
By rule, when a pass is legally grounded out of bounds or near a sideline, there is no foul for ineligibles downfield. The game clock stops for the incomplete pass, and will next start on the snap. The play clock is set to 40-seconds and starts when the ball becomes dead with the incomplete pass.
2. 2/10 @ A-30. A44 runs a sweep and is tackled inbounds at the A-33. Defensive back B21 blocks pulling lineman A77 below the waist at the line of scrimmage. The low block by B21 was not directed from the front.
RULING: ______________│______________│______________│______________
A, 1/10, A-48, ready (25).
Illegal block below the waist by B21. Team B may block below the waist up to 5 yards behind and 5 yards beyond the NZ, but the block must be from the front. The 15-yard penalty is enforced per 3 & 1 from the Basic Spot, which is the end of A44’s run (A-33), taking the ball to the A-48. Since the ball was declared dead inbounds, the game clock was stopped to complete the penalty, and will next start on the referee’s signal. The play clock is set to 25 seconds and will start on the referee’s signal.
3. Free kick @ A-35. B21 and B44 come together and are aligned shoulder to shoulder within 2 yards of each other to block for the ball carrier at the B-30. Receiver B15 calls for and completes a fair catch at the B-8.
RULING: ______________│______________│______________│______________
B, 1/10, B-25, snap (25).
By rule, there is no foul for an illegal wedge block, since the ball was successfully fair caught. Since the fair catch was made behind B’s 25 yard line, the ball is placed at the B-25, 1/10 for B. The game clock should not have run during the down, and remains stopped until the ball is next snapped. The play clock is set to 40 seconds and is started when the ball became dead when the fair catch was completed.
4. Team A (the Home Team) completes a successful 2-point try to tie the game at the end of the 4th extra period. After the try, A21 begins taunting Team B players while imitating a slashing of the throat. As officials prepare for the 5th extra period, the Visiting team has the 1st choice of options for the 5th extra period and they select defense first.
RULING: ______________│______________│______________│______________
Home, 1/G, Visitor’s 18, no clock (25).
Home21 commits a dead-ball UNS foul for the taunt/throat slash gesture. The foul is penalized at the succeeding spot. In this case, the succeeding spot is the Visitor’s 3, since this is now the 5th Extra Period, and, beginning with the 5th Extra Period, each team gets a single "try" down from the opponent’s 3 yard line to attempt to score something other than a field goal. The 15-yard UNS against the Home team takes the ball to the B-18. There is no game clock. The play clock is set to 25 seconds and will start on the referee’s signal.
5. 3/5 @ B-20. Late in the second quarter, QB A11 carries to the B-14 where he is tackled inbounds by B79. A11 is injured on the play. When stopped, the clock reads 0:05, and Team A has no time outs remaining.
RULING: ______________│______________│______________│______________
A, 1/10, B-14, ready (25).
The game clock was stopped to award Team A a new series at the B-14. It was NOT stopped ONLY because of the injury. Therefore, there is no opportunity for a 10-second subtraction. The game clock will next start on the referee’s signal (when all non-players are outside the limit line, and all officials are in position to officiate). The play clock is set to 25 seconds and will start on the referee’s signal.
6. 2/25 @ A-10. A12's pass is complete to A31 at the A-9, and he carries the ball to the A-20 where he is tackled inbounds. Prior to the pass, B24 held eligible receiver A86 at the A-25.
RULING: ______________│______________│______________│______________
A, 2/15, A-20, ready (25).
The natural result of the down is A’s ball at the A-20, next (third) down. However, B24’s holding foul occurred during the pass play portion of the down, and is penalized per 3 & 1 from the Basic Spot, which is the previous spot for fouls that occur during pass plays. The 10-yard penalty from the previous spot (A-10) takes the ball to the A-20, and the down is repeated. The game clock was stopped to complete the penalty, and will next start on the referee’s signal. The play clock is set to 25 seconds and will start on the referee’s signal.
7. 1/10 @ 50. Quarterback A12 rolls to his right and from the A-47 pitches to A21, who muffs the ball at the A-46 and it rolls out of bounds at the A-48. The clock is stopped with 1:59 remaining in the second quarter.
RULING: ______________│______________│______________│______________
A, 2/12, A-48, snap (40 and running).
All action is legal, and simply results in the ball, loose from a backward pass, becoming dead out of bounds at the A-48. The ball belongs to A at that spot, next (2nd) down. Since the clock was stopped due to the ball being dead out of bounds with less than 2 minutes in the second period, the game clock will next start on the snap. The play clock is set to 40 seconds and starts when the ball becomes dead out of bounds.
8. 2/5 @ A-45. As QB A12 scrambles, B75 grasps A12’s face mask at the A-40 causing him to fumble. The ball is recovered by B68 at the A-38 who runs the ball out of bounds at the A-35.
RULING: ______________│______________│______________│______________
A, 1/10, B-40, ready (25).
The FMM foul by B75 occurred prior to B’s possession, so there is no opportunity for B to keep the ball. Team A will retain the ball by accepting the 15-yard penalty for the FMM, which is enforced per 3 & 1 from the Basic Spot. The end of the related run is the spot of the fumble (A-40), and the Basic Spot when the related run ends behind the NZ is the previous spot. The penalty takes the ball to the B-40, and includes a first down for Team A.
The game clock was stopped for two potential reasons – 1) to award Team B a first down, and 2) to complete the FMM penalty. Since Team A will accept the penalty, there is no award of a first down to B. Since B will NOT next snap the ball, the game clock will next start on the referee’s signal. The play clock is set to 25 seconds and will start on the referee’s signal.

S/B's answer to Number 1 is a little curious. They say that there is no foul for Ineligible Downfield "...as our Rules and Officiating Philosophies dictate..." Well, the rule was changed a couple of seasons ago to incorporate the philosophical interpretation. It is rule, now, so there is no longer a need to refer to the philosophies for this. In fact, that 'philosophy' should be removed from the philosophies document. Eh?
Yeah, yeah, yeah. I got it right, so stop complaining. Not complaining, just sayin'...
