Will the NCAA do anything this year to stop the continuing and accelerating use of short pants in games? I don't know why it bothers me so much but every player other than an interior lineman has on shorts instead of pants with a kneepad.
Why not take away a time out at the beginning of each quarter or ban all full time coaches to the locker room for the first half. Do something or take the rule out of the book.

The NCAA rules committee (made up of coaches, btw) can pontificate all it wants about sportsmanship, covering the knees, etc...
...but the reality is the NCAA has zero control over conference officiating. Until coordinators get on board 110 percent with supporting officials enforcing NCAA directives, no matter how much animosity it creates with the offending coaches/teams, or the NCAA takes over assigning duties on a national scale - then all the POEs and rule changes in the world will be fruitless.

There's a simple solution. Stop making the officials the fashion police. NCAA can see all these games on TV. Just start issuing fines to the schools for every player that dosen't have there knees covered. Schools will get it changes fast as they won't give up money....
What I would rather see is us get the players to get their mouthpieces in. I see so many hanging down on pass plays....

I think the NFL does this with regards to uniforms. Asking officials to police this is a non-starter.

NCAA or more likely conferences could do this with retired officials.

Either knee pads are a rational protection against unnecessary injuries, or they're not. Although still required at the HS level, imitating higher levels is still a problem (and applies to HS coaches as well). If such injury potential is actual, and padding can help avoid it, it seems really foolish (at any level) to risk needlessly "thinning the herd" for the sake of vanity at any level.

They do. I know the guy (not really well but we've talked about this topic) that does it for the Cowboys. He has a clipboard and watches every single player from the 3 hours they're out throwing a football, stretching, etc in pre-game. He hands a list to the equipment manager for each team with the players who have been observed violating a uniform rule. Usually, it's wearing a non-approved logo like Adidas or UA. That's their warning. If they come out during the game and he sees it, it's an instant fine.

Unfortunately, the NCAA isn't as image conscious as the NFL. If they were, they'd require full leg covering like the NFL. OK, forget kneepads and pants covering the knees, but at least get the legs covered with long stockings or full length underpants, etc. Another image improvement would be to require jerseys to be long enough to be tucked into the pants, OR, at least require matching color undershirts that are tucked into the pants. No more exposed abdomen skin (belly or back), and no more undershirts hanging out. And, personally, I'd like to see a requirement for jersey or undershirt sleeves to extend down to the elbow. Those exposed upper arms and underarms/armpits are just plain hideous.
This is not an image thing, but, if I was in charge, I'd make it illegal for any player to wear gloves or anything on the hands/fingers, of any kind. Let's get back to the 'natural' ability of players to catch the ball, and let's see those hands on the opponent's jersey, etc., when blocking. If it is cold, just suck it up. OK, belt-worn non-powered hand warmers could be allowed. They don't offer any assistance to the player in playing the game. If you have a broken finger or bone in the hand - just suck it up or sit down.
And, I'd make it an AUTOMATIC foul for a player to give a first-down signal. Geez. They act like they just won the world championship for making a first down.
I doubt you'll see any of that. But we (well, I, anyway) can wish.

Great list of ideas, mind if I add "Trash talking" and these idiotic efforts to "out stupid" the competition with increasingly childish choreographed teammate celebrations (preening) after every score. There's really big numbers and names printed on the back of each jersey, so everyone watching knows who you are.
