Title: Penalty enforcement from spot of the foul behind the line of scrimmage

Watching an NCAA game from 1998. 1st and 10 from the A 40. A7 throws an incomplete pass and a flag is thrown by the referee. R announces offensive facemask, which was automatically 15 yards enforced from the spot of the foul. It is now 1st and 28. If that was correct then penalty enforcement seems to have gotten a significant overhaul somewhere along the line. Is that really how it was enforced back then?

I don’t remember exactly which year, but the rules committee decided spot fouls by A behind the NZ were just too much penalty, and made the change to enforcing those at the previous spot. Most likely after 1998.
