Also, why did they let the play run, and why was there no flag for three players moving at the snap?

As for ni flag for an illegal shift, it was just a miss as discussed in another thread here.

I would go with 7-1-2-b-4

A lineman moving their body in a quick (jerky) motion in any direction.
