Title: Horse Collar Tackle

This question popped up during a session at the state meeting and a conflicting answer was given.

Is it a foul for a horse collar tackle if the runner does not go completely to the ground?  The pull down is abrupt and the knees buckle but the runner is able to regain his balance and continue running.  The answer given at the state meeting was he had to be tackled to the ground.  I believe there is an NCAA bulletin that addressed this, but I haven't found it yet, but for Texas we do have our own philosophies.  Straight from the mechanics manual under the officiating philosophies:

"To have a Horse Collar Tackle the runner does not have to be tackled. If the immediate
action buckles the runner’s knees but he is strong enough to fight through the action it is
still a foul."

My understanding was the same as the mechanics manual - does not have to go to the ground. 

To me it's the same logic as the wedge foul - it's a foul if all elements are present, regardless of whether or not they actually block anyone, or if he fights through the action.

That is my understanding. And I remember Shaw stating this like you do, but don’t remember if it was a bulletin, training video, or something else.

Had this happen 5 years ago. Asked a college crew the next day.

Results were very mixed. NFL rule is clear that it doesn’t matter.

Although the NCAA rule language itself might have some ambiguity, the interpretation from Shaw, et al, has been very clear. As long as there is some distinct amount of pull-down or pull-back, by a grab of the pads at the neck opening, or a grab of the jersey at the nameplate or above, that’s a horse-collar foul. No requirement to pull the BC to the ground.

It would be really great to have an A.R. this especially considering A.R. 9-1-15-I which can easily be interpreted to mean that the pulldown must be immediate and complete.
