Title: Illegal Recovery v Illegal Touching
Post by: blindtxzebra on September 24, 2024, 10:39:32 AM
Is there anywhere specific in the rule book that discerns that illegal recovery of a kick by Team A is also illegal touching yet is a potential enforcement spot or do we just piece a couple of rules together?

Example:
Team A F/K at A-35, A17 is offside, ball is recovered by Team A at the A-44. RULING: Team B 1/10 at A-39/Snap/25

I don't think there is a specific rule for this, so you do need to piece together rules 2-11-4-a, 6-1-3, and 6-1-8.

AR 6-3-2 references illegal touching that “is also illegal recovery.” Essentially, they are one and the same, other than the fact that an illegal recovery means that Team A is in player possession (but not team possession) of the ball. We know that the ball is dead when Team A comes into player possession of the legally kicked ball (free or scrimmage). So, the recovery by Team A is an illegal recovery, and the ball is dead at that spot. Officially, the ball belongs to Team B (5-1-f), so that spot (or any other spot of illegal touching), is the spot where the dead ball belongs to Team B, and fouls by A during the kick play may be enforced at that spot (10-2-4).

6-1-6a talks about who the ball belongs to after recovery.
6-1-3a talks about the requirements of a legal recovery by Team A.

So when the ball is recovered by Team A, the ball is dead and belongs to the receiving team right there (as 6-1-6a says), unless Team A has met the requirements of 6-1-3a to keep the ball.
