Thought that action was supposed to be a foul.

Well, I couldn't see any differences between the photos. They appear to be the same photo.
But, "piling on" is a foul, if the ball is clearly dead. We can't know by this picture if the ball is dead, or not. That is why our whistles are SO important. If we get on the whistles as soon as the BC is held and his progress is stopped, then the vast majority of times, any 'extra' stuff is averted. But, we are seeing a cultural change over the past 20 years or so, and defensive coaches, in particular, seem hell bent on teaching their players to do what it takes to attempt to intimidate, if not punish (even to the extent of injury) their opponents, and to hell with whether such actions are 1) legal, or 2) sportsmanlike. Whistles or not, many of these folks are pushing - and exceeding - the limits of rule and sportsmanship, and don't seem to be concerned about any consequences or accountability.
As officials, we must be vigilant is penalizing this kind of behavior, whenever it is presented.

This is shocking. The usual instruction that I have seen in my area is "play to the whistle". This has made it uncommon for me to flag action after the play has ended, but sometimes it still does happen.

I can't attach video, too large, but the whistle had not sounded yet. I thought a few years ago this action was put in the rule book. Maybe it was federation. But in this current time with the offense allowed to continue to push the ball carrier, the defense has to figure out a way to stop the ball carrier. However; with the emphasis put on protecting the head and neck area, pile leaping with a dead or live ball seems to be not with in the spirit of that emphasis.

JRA, you may be thinking of the prohibition against pulling or pushing opponents off the pile, again, after the ball is dead. That rule has been around since 2015. So, not forever, but not exactly new, either.
If a guy does what is shown in this photo after the ball is dead, especially after I know a whistle has been sounded, he gets a flag. Kinda hard to make a call if the ball is still alive, though.

"There shall be no piling on, falling on or throwing the body on an opponent after the ball becomes dead"
