Personal foul on the kicker, not roughing. Snodgrass says this is not PSK as inforced by the crew. Looking of a rule reference on this. I am traveling all day and don't have time to research this. Thanks for the help.

He said something to the effect of non-roughing personal fouls against the kicker are enforced from the previous spot, not PSK. That seemed like something new to me, but I haven't been able to get in the book yet. Was this a previous interpretation?
Edit: Ok, here it is from the rulebook:
PENALTY—Roughing or any other personal foul against the kicker who is in the act or just after kicking the ball; or roughing the holder: 15 yards from the previous spot, plus automatic first down if not in conflict with other rules [S38 and S30]. Running into the kicker or holder: 5 yards from the previous spot [S30].
