Guys - I've been working on the attached substitution summary doc. Please review and let me know of errors, omissons, etc. I have no pride in authorship although I'd like to keep it to two pages.

I'm still expecting to see AR's (or a revised 3-5-3-c) that tells us that if we know prior to the snap that either team has more than 11 still on the field, and the snap goes off, that we kill the play immediately. The wording in the "new" rule 3-5-3-c says treat it as a live ball foul only if we don't detect the extra players " .... until during the down or after the down is over", so I'm thinking that we'll see some language calibration in the actual rule to fix that ambiguity.

Z99, I'm probably just not getting what you are saying, but I don't quite get "Too Many Players on the Field, Team B: More than 11 in formation but not when snap is "imminent." If snap occurs ...dead-ball foul." As I read RR's bulletin, if the snap IS imminent and B has more than 11 players, shut it down - dead-ball foul.

Good catch - I posted the wrong revision of my 17 revisions :) Here's an updated one with a little different formatting.
