Scrimmage kick from K30. Hold by R during the kick. Catch made at R35. Facemask by K at the end of the run, R45. My thoughts are R can decline the foul by K and snap the ball at the R25 after their foul has been stepped off from the EOK, or R can accept K's foul and have K re-kick. I am having trouble finding the rule to support or refute this.

I think 10-2-3 supports your decision. R must decline and then have his foul enforced from PSK spot. R must make his decision first before K has an opportunity to accept or decline.

Look at 10.2.1 D. It's not the same foul by K, but that doesn't matter: the same principle applies. R must decline the penalty for K's foul in order to keep the ball or create a double foul. If R declines the penalty on K, the enforcement is PSK.

I don't beleive K has a choice. If R accepts K's foul, it is automatically a double foul, and the down is replayed.

Correct. 10.2.1 C and D illustrate cases where R has a choice: decline the foul(s) by K, or create a double foul. K has no choice.

mb and ab......the 10.2.1 C and D examples show a play where K fouls before the change of possession. I would agree, in this case, if R accepts K's fouls, it's a double foul. K has no choice.
But if i understand the original question. We have foul by R that would be enforced using PSK and then after that foul, during the run, we have a foul by K, which would be after the change of possession. That's why i ref. 10-2-3.
Most likely K will accept the penalty, but i think the rule just says R has to make his decision first, then K gets to choose his. If R accepts, then i'm sure K will accept and create the double foul, however if R declines, then K gets a choice and most likely will accept. If K declines the penalty, which again is highly unlikely, then you just have the result of the play.
i can't find a play in the case book or reddings that is just like this one so i definately could be wrong. What say you?
