3d and 16 at the 50. Team A completes a pass to the B37 where receiver is tackled. Team B was flagged for "hands to the face during the QB's drop back prior to passing. RULING?

Basic spot for pass plays is previous spot. 10-2-d-3. So in your play the penalty would be enforced at the previous spot since it occurred before the pass was completed & would include auto 1st down.

Was this the video shown at the Houston clinic?
-
No. I just happened to be browsing through the CFO videos this AM and saw this play. The one I showed in Houston was same general scenario though. What threw me on the CFO video is RR saying it qualified for "tack on" enforcement. Am still confused on that.

I remember that from when I watched it. It didn't seem right at the time. Still doesn't.

which play on the CFO video?

"Tack on" on a pass play? Have I missed some new 2012 rule change?

Who was the offendee by the hands to the face foul?
If the QB, perhaps RR is calling that roughing the passer. However, the QB is technically not a passer until he throws the ball.
