K punted the ball from his 30 yrd line. The ball which was still in the air was when R was flagged at the 45 for block in the back. The ball started bounce at the 40, K tried to pick up the ball at the 40 yrd line (bean bag) and muffed it, which caused it to bounce to the 31 yrd line when R jumped on it. PSK? Penalty? Enforcement? hEaDbAnG

NFHS: If K accepts the penalty, it's PSK. Enforce 10 yards from the recovery spot, R's ball, 1/10, 21 yard line.
If K declines the penalty, R can choose the first tocuhing at the 40.

yup PSK.
Foul by R, beyond NZ, before kick ended & R has the ball @the end of the play.

NCAA: team A will elect to take the penalty, thus the illegal touching is ignored. Team B's ball, 1st and 10 at B-21.

NFHS: Definitely a PSK enforcement. R's ball at their 21 yard line, 1st-and-10. If K declines, then R may choose spot of first touching, which is why we must bean-bag that spot.
