Not really significant increase in touchbacks and helmet rule appears to have no effect.

Huh?  Article says more TBs so far this year than all of last year.

The way I read it, they are comparing 1st 6 weeks of this season to 1st 6 weeks of last season but you may be right, they could be comapring to all of last season
