Title: kick returner steps out of bounds

...before catching the ball.

LSU-Arkansas game: kickoff goes deep toward right sideline. Returner puts one foot out of bounds,
comes back in bounds and fields the ball. What would the ruling be? (note that in the game, he actually stepped out of bounds again after he caught the ball.)

No restrictions on B going out and coming back in like there are on A.  Not sure who had what after he stepped out the 2d time (this time with the ball).  Hard to tell but maybe the L had him at the OOB spot but others did not realize and initially had a spot in advance of that (the spot where the ball carrier was tackled).

If the return man had been sly, he could've touched the ball while his foot was on the ground OOB.  Would've  "bought" a kick OOB foul for Team A and netted almost 30 yards.
