Helmetless Situation

Just had an interesting play situation posed:

PLAY: 3rd – 8 from midfield. A77's helmet comes completely off while blocking his opponent. A77, seeing his QB in trouble, continues to block his opponent following the loss of his helmet. QB A12 is then hit and fumbles the ball, which is recovered by B7 who advances toward A’s GL. A77 (still helmetless) then turns and pursues B7 and tackles him on A’s 5-yard line. Time in the second quarter expires during the down.
Multiple fouls by A or 1 continuous one which started BEFORE possession change?

Although I posted this in the NFHS section. It still carries over to NCAA. Just a different name for the foul. I also asked my supervisor for college about this and he said he was going to run it by RR a few weeks ago, when he saw him at a conference. I have also asked a lot of people around this area about this and everyone has came to three conclusions.

1) Foul at the previous spot (before the CoP) only foul. Declined. Half Over.

2) Foul at the previous spot. Declined. Foul at the 5 after CoP. Untimed down. (What I think).

3) Award a score. (This came from the mouth of a few NCAA D1 guys.)

Wouldn't his continued blocking be part of the immediate action? I would think that his pursuit of the B player would be the foul. But I guess it depends on how long he continues with his engagement of the blocker after helmet comes off. Not exactly sure I understand the wording on that rule.
I guess if you do have two penalties then B could decline the pre-possession penalty and take the post possession penalty and keep the ball?

Similar scenario...A77 holds before the pass and then after the INT, grabs a facemask. Two fouls, same player.

If his blocking is extended and he makes an effort to 'protect his QB at all costs', one foul. If after the INT he makes an effort to get involved (even if he were to put his helmet back on), second foul. The helmet coming off is not the foul, it's his separate and distinct actions afterwards.

I'll leave my 2 Lincoln's on the table...
