RULING: Game over, B wins. For 2020, the RO may only put less than three seconds back on the clock if the clock will next start on the snap. In this case, the game clock will start on the ready, so the clock is not adjusted, and the game is over.
10. 2/G @ A-5. On the first possession of overtime back A2 runs to the goal line where he is tackled by the facemask by B55. The officials spot the ball at the B-1. Replays show the ball breaking the plane of the goal line before A2 was down.

By CFO interpretation, a departing player in excess of 11 must now be out of bounds (by rule) to avoid a substitution foul.
