New low (or high) football "PANTS"

Due to the weather, golf was out of the question this weekend so I watched a lot of college football.   Why do they call what football players wear pants?   Most of the "pants" are shorter than Bermuda shorts but longer than the basketball shorts worn back in the 70's.   So my questions are:
1. How much shorter will the NCAA let them go?
2. Will there be a new description in the rules defining football shorts verses football pants?
3. Now that the players are allowed to have on "shorts", why does it matter how short they are?
4. Why make players wear pads at all below the waist?
 
One more question: Has there ever been another rule so blatantly ignored?

No. We tried, for a while. But we have ZERO support from coaches on this issue, and this isn't a major safety issue. So, we all got tired of f'ing with it, and gave up.

Get over it. Concentrate on mechanics and playing rules is all we need to do
