Modernizing the UNS Foul

How does everyone feel about the NCAA's "Modernizing" the UNS rules changes this year?  I was surprised to see the that spiking the ball and spinning the ball are no longer automatic UNS fouls. We have to apply additional judgement if it violates one of the following three actions:

1. Actions that interfere with orderly game administration.
2. Taunting actions that are directed at an opponent.
3. Abusive, threatening, obscene, or celebratory actions that are demeaning to the game or an opponent.

Seems like the pendulum has swung back towards allowing more celebratory actions that we have not allowed previously. Is the Lambeau leap now allowed if it doesn't violate one of the 3 items above?

Sadly, very few specifics are now prohibited. High fives with fans, jumping into the stands, planned group actions by players from the previous down (without props), even diving over the goal line (without some sort of taunting action), would all seem to, now, be allowed.
So, yeah, spiking the ball (not toward an opponent), spinning the ball, dunking the ball over the crossbar, etc., etc., would now seem to be allowed, as long as there is no taunting action, or something that takes an extraordinary amount of time, i.e., delays game officials in spotting the ball and getting both teams in place for the next down.

It would be nice if they would issue a bulletin - if not put directly into the rules - such a listing of known actions that are not fouls. Dream on…

If he even remotely glances in the general direction of an opponent while doing that - I'm flagging it (I'm also HS official, not on NCAA crew)

The conference I worked in my last few years had been officiating UNS/Celebration fouls as they are now in the book.  And, I feel pretty sure our supervisor was the major impetus in getting the rules book changed this year.  He wanted the players to be able to have a little fun as long as it wasn't directed at the opponents...and I agree.  Football is supposed to be fun and the previous rule tried to take some of the fun out of the game.

With that said, for the college officials, I hope your supervisors went over this in your summer meetings so you don't have any questions about what he wants called and how strict to be.  When in question, do what your supervisor wants.
