In 2009-2010 Rule 11-2-2 established that Officials responsibilities and mechanics are specified in the Football Officials Manual, published under the jurisdiction of the Collegiate Commissioners Association (CCA), and in the 2011-2012 book the jurisdiction is changed to College Football Officiating, LLC (CFO).

Are they the same mechanics?

Yes, they should be the same mechanics...other than a few changes that might have been made over the past two years.
