Lots of plays supporting new rules and interpretations we had already heard, or were part of RR's memos. Nothing we should not have already known.

Which makes you wonder.....why even waste time producing the document?  All the other issues that have been raised here and elsewhere which are NOT answered  yet would have been worth addressing.

I don't quite understand 10. A intercepted a pass on their own 3?

Momentum Exception

10. A47 intercepts a pass at the A-3. His momentum carries him into the end zone where he fumbles the ball. It rolls into the field of play. B33 recovers at the A-2 but he is hit and fumbles. The ball rolls into the end zone and over the end line.
RULING: Touchback. Team A’s ball, first and 10 at the A-20. The momentum rule applies only if the ball remains in the end zone and is declared dead there. (8-5-1-a-Exc.)

An odd play, for certain, but possible. Especially odd coming from someone that appears to loathe 'dream plays,' and a more plausible play could have been written. Example: B43's original momentum from catching a legal punt at the B-2 carries him into his end zone. B43 fumbles and the ball rolls to the B-3 where A88 recovers and advances to the B-1 where he fumbles, and the ball goes out of bounds behind B's goal line.
Still unlikely, but more plausible than the given play.

It could also be a backward pass.  Maybe the Team B player was going down just shy of the goal line and decided to pitch it back to a teammate.

I have a question about #6, although I'm going to change the play a bit.....

18 sec left when A66 false starts and B77 overreacts and commits a dead ball personal foul.  Obvious candidate for 10 sec runoff on the FS....but what about the DBPF?  (Although one team would want to conserve the clock I would think)  Say, B77 didn't hit A66 "too" hard...only garnishes a 'talk to' by the U, but A66 didn't see it that way, and slugs him.

Question is, how many 10 sec runoffs can we have in the same dead ball period?  I would think if A continues to FS, then the game could end.  But aren't there interpretations saying 10 sec runoff is valid for DBPF?  Or did I make that up?

Yes a DBPF qualifies for 10-second runoff if it stops the clock.  In your play, since the clock was already stopped, additional DBPF's do not make a 2nd 10-second runoff qualifying foul at that time.

If we finished administering the penalty and started the clock after a 10-second runoff, THEN team B slugged a team A player, that new foul would qualify for 10-second runoff since it stopped the clock.

You did see a play situation in the 10-second runoff "bulletin" that was posted last week that included a DBPF qualifying for a runoff.

I think it is supposed to be B47.

I don't think it was a typo, because the entire description whould have to be typos then.
I think it must be read as a backwards pass (or an illegal forwards pass).

Not a well written example!

I agree. I think the writer just got A and B confused through the whole writing of the AR.

Doesn't matter. The point of the play situation (not an AR, by the way) is that the momentum exception does not exist when possession is regained in the field of play, and then another loose ball goes OB behind the defending team's goal line. Irrelevant if A or B.
