Rule of the pile

Hi!

I was wondering about mechanics. I don't know if I have read the book to fast  hEaDbAnG or if I should consider it a question of any kind.

My question is about responsibility when it becomes numerous of people (players) around the ball on the ground. Which ref does what? In my question, its mainly about 4, 5 and 7man mechanics. LD or HLD dives in... and so on. Just to avoid any unseen rule violations by the players and to make it as effective as possible.

The closest official digs, the second one stops the clock, others do crowd control. This is the BAFRA/IFAF mechanic but I think that it is the CCA mechanic, too.
