Was there discussion about the mechanics for handling the new rule re players who change their numbers during the game? Specifically:
1 - When the player reports to the R with his number change, does the R stop the game clock and play clock so he can inform opposing coach and make the announcement?
2 - If the player does not report, is the snap permitted and then the Uns Conduct handled as if it happened during the play?  Or is the snap prevented and the foul handed as a dead ball foul?

I did not hear this discussed. I attended the Line Judge break out sessions. Perhaps someone who was in the Referee break out sessions got some info on this.

I was in the Referee breakout sessions.  It never came up. 
What did was a VERY lively discussion on the new Targeting penalty.

In another recent clinic, Mike, Jim Blackwood said the game clock would be stopped and an announcement by the R would be made. I asked him about the situation where a team needed to stop the clock having a player quickly change jersey numbers and then report. He said that would likely be taken care of by the conference, but did  admit it might be a problem.
