Targeting on Pass Plays

Good question Mike.  I'd go with A 1st & 10 at the B-25.  I read the targeting enforcement as intended to be a succeeding spot foul, but the language should probably be a bit clearer.  Probably does not need the language "For dead-ball fouls .."

Ex:  PENALTY—15 yards. For dead-ball fouls, 15 yards from the succeeding spot. Automatic first down for fouls by Team B if not in conflict with other rules.

I can't believe that when a high priority PF that potentially includes a DQ RR would intend that Team A would have to decline the penalty enforcement to keep the result of the play.

An enforcement spot is not specified so three-and-one should apply. 15 yards from the basic spot which is the previous spot in this case.

A player is DQed for the foul, not an accepted penalty so he is still gone.

The one I'm waiting to see is a receiver going high in the air to catch a pass and the DB hitting him at the knees while he is still in the air, flipping him over so he hits the ground on his head, back.

How about this slight variation:

3rd and 10 at the A-30.  A's pass to a crossing A80 at the 50 is caught just before crossing receiver A81 (just beyond A80) is targeted by B22 (flag thrown).  A80 continues running and is tackled at the B-40 where the ball becomes dead in Team A's possession.  Ruling?

If you judge it was after the receiver became a runner then enforce from end of his run
