Well, the non-contrasting jersey numbers rears it’s ugly head again.  Both teams.

If they leave the game officials out of this, I love it.  Let the administrators deal with this.  Leave us out of it.

Field camera showed contrasting color.  Looks like the numbers were different colors from different angles.  If the officials did feel they were not contrasting.  Enforcing the timeout per quarter is the proper penalty.

Is there a penalty if the team uses all its timeouts in the first or third quarter?

It's a 5-yard penalty for delay of game, same as for any other infractions which are punished by a charged timeout, if there are no charged timeouts.
