Illegal Touching Question.

Was watching SC vs TN and there was an illegal touching call on 4th down that was declined. In NFHS this would not make sense. Is there no loss of down in NCAA?

Depends on what kind of illegal touching it was. If it was by an originally ineligible player, it would be a 5 yard penalty from the previous spot, so it would make sense to decline it. If it was by an originally eligible player who went out of bounds, it would be loss of down at the previous spot, so it would not make sense to decline the penalty.

Which type of illegal touching?
Illegal touching by an originally ineligible player is a 5-yard penalty, and repeat the down. Illegal touching by an originally eligible player who becomes ineligible during the down is loss of down at the previous spot.
