Kick Off OB rule quirk

Looking at this rule…
Kicking Team ARTICLE 1 If a free kick goes out of bounds between the goal lines untouched by an inbounds player of Team B, it is a foul (AR 6-2-1-I-II and 4-2-1-III) PENALTY—Live-ball foul. Five yards from the previous spot; or five yards from the spot where the subsequent dead ball belongs to Team B; or the receiving team may put the ball in play 30 yards beyond Team A’s restraining line at the hash mark [S19].

Now here is your scenario:
On your scoring play our opponent commits a personal foul.  That is penalized 15 yards from the succeeding spot, the 40 on the KO, so we kick off on the opponents 45. 
The penalty for a kick off out of bounds is 30 yards from the restraining line, which is now the opponents 45.  The 30 yd penalty puts the ball at their 15, a fair catch/touch back brings it to the 25.  Why not kick it out of bounds?

Remember, the receiving team can either have the ball re-kicked after a 5 yard penalty or take the ball 5 yards from where it went OOB.

Team B would just elect to enforce from the previous spot and re-kick from the 50. It may be worth a try once to see if the other coach is able to determine the best option, but its a rare play anyways.

Here’s a real quirk with this rule. Take the original scenario and add another foul by B so we’re kicking off from the B-30. The kick goes out of bounds untouched at the B-5. What are Team A’s options? Team B cannot put the ball in play from their own goal line, so their only option is to take the 5 yard penalty either at the previous spot or the dead ball spot.

I’m sure you know this, but Team A doesn’t have any options. Team B would only have the options to put the ball in play at the B-10, or have Team A repeat the kickoff from the B-35. Not much down side for Team A to keep attempting an Onside kick. Tough situation for Team B, but that’s their incentive to not commit a UNS or UNR during the kickoff down.

I guess team B could elect to take the ball 30 yards from the team A's restraining line, which would result in a safety as per rule 8-5-1-b. I don't see any situation where this would be advantageous to team B and would not even give this option to the captain.

8-5-1-b says the ball is behind the *offending* team's goal line.  A kicked the ball out of bounds not B.

Hrmph, missed that, so I guess the option does simply disappear.
