Well, we wouldn't flag this in Europe! I'm surprised it wasn't flagged in the game though  ;)
On the other hand, most of us would probably keel over after a run like that, so he should be given some slack!

When the ball carrier approaches the goalline, is that the B closing in - as if to make a tackle?  What if the ball carrier decided to do a Blackmon?

That did look quite a bit like a player putting down a try (required in both rugby codes in order to score).  With this knowledge and the game context, I have no foul, at least not until at least one (and maybe more) talking tos.

You may decide to flag or not to flag on whatever grounds you can come up with, but I can pretty much promise you that no player thought they were playing rugby out there. These were football players playing their game - football.
