Unsportsmanlike Foul

A88 raises his hand showing the crowd he is #1 at the 5ydl prior to crossing the goalline. Under new NCAA rules this is a live ball foul for unsportsmanlike conduct, 15 yds from the spot of the foul.... Let's say A88 is on the 5ydl heading into the endzone instead of him raising his hand  A77 who is on the 20 ydl raises his hand at the 20 ydl to celebrate A88 scoring.. What do we do now?

Unless I'm missing something, the penalty will be enforced from the spot of the foul...the 20 yard line where A77 celebrated.  With that said, he better have done something other than raise his hand in the air to draw a flag.

One example I've heard is a QB throws a pass and the receiver is on the way to a touchdown.  When the receiver gets to the 10 yard line, the QB starts dancing.  In this case, we would enforce from where the QB was dancing, not where the receiver was at the time of the foul.  We will need to be absolutely sure the receiver hasn't crossed the goal line when the foul occurred.  And, if we aren't sure, we need to let the TD count and enforce it as a dead-ball foul.

I was at a clinic this past Friday in which LeMonnier led our new rules discussion and his example was the following. "As a defender who just intercepted a pass is at the 5 yard line going in for a TD and a defensive lineman gives the throat slash to the QB who he just hit." This occurs at the 25 yard line. Ruling: live ball foul enforced from the basic spot, the spot of the foul, so it will be B's ball 1-10 at the 40.

He also said in regards to the statement of when in doubt it should be a dead ball foul,  "if someone is on the goal line, he had better know where the runner is and there should be no when in doubt. That official had better know if the foul occurred before or after the ball crossed the GL and flag it appropriately." He does a great job with the rules!!

If a teammate, in this case a lineman raises his hand several yards away from the playing action, I have nothing!  I think if we go looking for this kind of trouble, we will find it.  A better example  might be a lineman doing cartwheels across the field some 15-20 yds away, but that is a stretch.  If the action is not a taunt, I have nothing, remember, we will allow players to raise their hands and point to the air to "praise the Lord" however if he points at an opponent trailing him, that is when this action rises to the level of a foul.  Just my $.02

Agreed. Taunting is much different then a brief celebration. Bill also said that they don't want the brief celebration flagged, but that is much different than a taunt. All taunts should be flagged.

At the CFOW Replay Officials meeting this past weekend they said the spot will not be reviewable.
