Has to be an editing error.  The same AR text is also found in the "correct" place and numbered as AR 3-5-3-IV.

The error is a remnant from the 2009-2010 book.  Maybe it's intentional that there is no 9-1-5 AR's for clipping in the new book?

There aren't any Clipping ARs.
Clipping has been relocated in the Rules to 9-1-5. Unfortunatley, AR 9-1-5-I was not relocated to chapter (Rule) 3 of the Interpretations. See my follow-up post (new topic).
