 Fad- I still can.  I am an individual member, N.C. does not automatically make us an NF member.  Don't know if that makes a difference or not.

Apparently, coaches registered on the NFHS site can still download the .PDFs from the NFHS website, but officials registered with the NFHS cannot.  Officials are automatically re-directed to the Arbiter site which has the view-only copies of the manuals.

There's a message there somewhere, but I'm not sure what!

Yeah, I had others on the NFHS forum say they can as well.  All I can say is that I can log into the NFHS site, drill-down to where the .PDFs are located, but when I click on one I get the "Officials need to use the Arbiter site" message instead of opening the PDF.

This move by the federation to the arbiter is such a clusterf@(#.

I can't access the *.pdf books because my web-only membership is expired. The NFHS web site won't allow me to pay to renew. I have already purchased the physical books and am willing to pay membership dues to get the *.pdf files on my computer for offline use, but I simply can't.

They've effectively mandated I pirate their electronic books.  That's the only way I can get the files on my computer for review when I have no network connection. I've obliged them and won't lose a minute of sleep over it. 

If anyone wants the rule and case books, let me know.

I don't have checks.  I'm not going to pay to get checks printed so I can pay an entity that takes online credit card payments, because they can't get their act together.  I already have the books, I'm not going to spend extra money to pay them after the fact.

I hope it gets better, but I agree... "debil".
