After a fumble recovery is awarded to the opposing team the coach asks to take to the R.
The officials probably told him that it was a judgement call and so he can not have a coaches conference. So he refuses to take the field. He is now on administrative leave.

The "rest" of the story....it was the official's fault   (surprise, surprise)...

From the story:
Garfield coach Kelvin Goliday called a time out to chat with the officials. Goliday tells The Seattle Times in his opinion, the officials' whistles were slow.
 
"I wanted them to blow quicker whistles so that no one gets hurt," he said. "At the time the fumble occurred, I felt the whistle should have blown long before that."
 
Goliday claims officials wouldn't discuss the situation, so he kept his players on the sideline. Garfield was assessed a delay-of-game penalty and two unsportsmanlike-conduct penalties. The coach was ejected, and the referees called a forfeit victory for Lake Washington.
 
Goliday felt he needed to be heard.

And from a story announcing the coach's hiring earlier this year:

Goliday, 36, coached at Cleveland High School in 2008 before moving to San Diego. He spent last season as the defensive coordinator at Kearny High School. He found the job posted online and was intrigued by the chance to return to Seattle.

"From what I understand it (Garfield's athletic department) has a rich tradition and so I'm hoping I can etch my name in stone here in a school that's already rich in tradition," Goliday said. "That would be a great honor."
