As I understand it, yes, ANY dead ball foul while the clock is still running qualifies for the 10-second subtraction - no exceptions. We just have to be certain that the clock doesn't stop for some other reason, such as awarding a new series (to either team). E.g., just after the BC is tackled inbounds, but beyond the line-to-gain, a player of either team commit a personal foul; that would NOT qualify, since the clock was, technically, not running, due to the first down. But, a delay, or any other foul, during the dead-ball period with the clock running, qualifies for the 10SS. That doesn't mean they'll want it, though. I had that this week. A was ahead by 2, less than 1-minute in the game, clock running, and they deliberately allowed the play clock to expire. It was obvious that B would not want the 10SS, so I didn't even make any reference to it - just penalized the distance, and declared the ball ready (game clock to start on the snap).
