Sounjds consistent with NCAA. The key word there is "carried," which means he is so held by an opponent that his voluntary progress is stopped in the field of play, so he didn't really go out of bounds. The ball is dead inbounds - keep the clock runnin' (unless some other reason to stop it).
What if he's carried forward and out of bounds?  Certainly just as possible as him going backward.

Good question, we were told that play would be an incomplete pass.

The Case Book corrections are now on Arbiter. Bottom line: no foot down inbounds = no catch. ^no

Not sure what you're seeing. If it's the 8/2/2012 "Clarification," that correction to 3.4.3C does not imply your "bottom line," because it specifically states that the defender has not stopped the receiver's forward progress.

If you're looking at something else, please tell me how to find it.

I'm looking at the PDF titled 2012 NFHS Football Rules Interpretations. There is no mention of the defender carrying the receiver out. Any assumption to the contrary, IMO, is reading something into the interpretation that simply isn't there.
