Sounds like Bob Davie, who never met a rule he liked.

But actually (blind squirrel: nut), he's right: if the ball hit the ground OOB before striking the pylon (which is what he was trying to say), it should be marked at the inbounds spot, no TB.

At the 2:14 mark it appears to hit the ground possibly out of bounds and then bounce into the pylon.  Not sure why the S is putting his hand up to get help lining up the spot.  Seems he can get that one himself.

It looks to me like he is first going to mark a spot inside the 1.  Then something tells him to look for the lineup so he puts hand up and starts moving.  Obviously the R is not paying any attention to him (not unuusal for most R's since they only care about themeselves anyway), so the S just guesses at a spot.  But something else then happens which we do not see in the clip and the thing ends up being a touchback.  Would sure love to know how that crew conversation went.
