On a punt rolling inside the 5 towards r goal line a member of k downs the ball at the 1 yard line with his foot touching the goal line. Touch back or ball downed at the 1 yard line?

The position of the BALL is the determining factor.

Welcome, Robert, to our forum. May you find it both enjoyable and informative. In NFHS, once the kick breaks the plane of the goal line it becomes a touchback.

If this is a Texas or a Massachusetts game, ruling is the same there, too. Only in NFL is the position of the player the determining factor.
