10 Second Runoff??

Here is a play situation that created a lot of discussion at a meeting recently. 

A 4/10 @ B-20.  Score is 17 - 17.  A7's field goal attempt is blocked by B24 who picks up the ball and advances.  As he is being tackled at the A-20, he throws the ball forward and it lands out of bounds at the A-16 with 0:08 on the clock.  Team B is out of time outs.
Is a 10 second runoff in order?  The clock was stopped because of the penalty, but also to award B a first down.

Rule 3-4-4-a is pretty explicit that the ZAP-10 only applies on fouls before a change of team possession. So in your play situation, no ZAP-10, 1st and 10 for team B at A-25, clock on the snap.

Emphasis is mine: "With the game clock running and less than one minute remaining in either half, before a change of team possession if a player of either team commits a foul that causes the clock to stop, the officials may subtract 10 seconds from the game clock at the option of the offended team. "

The bold emphasized by Kalle was added as an editorial change in the 2012-2013 book available online, it is not in print and my guess is that many people missed this change since it was an editorial change in a year that there were not supposed to be rule changes but there were enough rule changes to warrant issuing a new .pdf book, and why not throw in a few editorial changes for good measure.

I realize that sometimes the rules don't make sense and you just have to know them but for this one, there really isn't a benefit on B's part for throwing the ball forward (although he may think there is when he does it). As you said, the clock will stop to award B a new series anyway.

Remember, its the FOUL that has to cause the clock to stop, not the penalty.
